The Brazilian international was at the centre of a series of rumours about his future during the transfer window, but insists that he is content at Stamford Bridge under Jose Mourinho.
Speaking to Brazilian newspaper Gazeta Esportiva, Luiz said: "There was an official offer [from Barcelona], but I decided to stay at Chelsea.
"I am happy to play for a big club and be in the national team to represent my country."
Barcelona reportedly made a bid of £21.5 million for Luiz in August, which amounted to only half of the price tag Chelsea wanted for the 26-year-old.
Barca had also targeted Luiz's regular defensive partner for Brazil, Paris Saint-Germain captain Thiago Silva, and Liverpool's Daniel Agger, but were unable to bring in a big signing to strengthen them at the back.
Club captain Carles Puyol's imminent return to fitness has been described as "our summer signing" by Barca sporting director Andoni Zubizaretta.
